Short answer: The Istanbul Web3 scene sits inside the largest crypto market in the Middle East and North Africa by value received. Chainalysis puts Türkiye at nearly US$200 billion a year, about four times the UAE.

Since July 2024, crypto asset service providers in Türkiye have been regulated by the Capital Markets Board (SPK). Istanbul is the market’s commercial centre, and Istanbul Blockchain Week (IBW), first held in 2020, is the main annual gathering of the Istanbul Web3 community. Its most recent edition took place on 2–3 June 2026 at the Hilton Bomonti.

This guide is for Web3 founders, exchanges and marketing teams weighing Türkiye as a market. It covers:

  • what the data says about the market;
  • how regulation changed in 2021, 2024 and 2025;
  • what Istanbul Blockchain Week offers;
  • seven essential facts for entering the Istanbul Web3 market; and
  • how Istanbul compares with Dubai.

Facts were checked on 31 October 2026.

Disclosure: Istanbul Blockchain Week was created by EAK Digital founder Erhan Korhaliller and is backed by EAK Digital. We have kept IBW facts to what the event publishes.

Key takeaways on the Istanbul Web3 market

  • Türkiye ranks first in Chainalysis’s MENA adoption index and leads the region by value received.
  • Crypto service providers need authorisation from the Capital Markets Board under Law No. 7518.
  • Using crypto for payments has been prohibited by the central bank since 30 April 2021.
  • Istanbul Blockchain Week is the Istanbul Web3 community’s flagship annual event; 2027 dates are not yet announced.
  • Success in the Istanbul Web3 market depends on localisation, credibility and compliance more than on volume of promotion.

How big is the crypto market behind the Istanbul Web3 scene?

Chainalysis’s 2025 analysis of MENA crypto adoption is the most widely cited source. Its key findings for Türkiye:

  • Türkiye ranks first in Chainalysis’s MENA regional adoption index.
  • It received nearly US$200 billion in crypto value in the year studied, almost four times the UAE’s US$53 billion.
  • Gross crypto inflows since early 2021 reached roughly US$878 billion by mid-2025.

Chainalysis also gives important context. It suggests much of Türkiye’s volume may reflect speculative trading rather than sustainable adoption, shaped by inflation and currency pressure.

For marketers, this means the Istanbul Web3 audience is large and active, but it has seen many promotions and is quick to judge credibility. Campaigns that lean on hype tend to attract short-term traders rather than lasting users.

What does that mean for your positioning?

Use the scale of the market as a reason to invest properly, not as a promise of easy growth. Plan for a longer trust-building phase, local partnerships and clear communication about risk. That approach also fits the regulatory direction described below.

It also helps to separate audiences. Retail users, developers, institutions and local businesses each need different messages and channels. A single campaign aimed at all of them usually speaks clearly to none. Decide which group your first year in the Istanbul Web3 market is for, and build from there.

How is crypto regulated in Türkiye?

Two sets of rules matter most for Istanbul Web3 businesses.

Payments: prohibited since 2021

The Central Bank of the Republic of Türkiye’s Regulation on the Disuse of Crypto Assets in Payments has been in force since 30 April 2021. It prohibits the direct or indirect use of crypto assets in payments. It also stops payment and e-money institutions from intermediating fund transfers to and from crypto platforms.

In practice, a “pay with crypto” campaign aimed at Turkish consumers is off the table.

Service providers: licensed since 2024

  • Law No. 7518, amending the Capital Markets Law, was published in the Official Gazette on 2 July 2024 and took effect the same day. It brought crypto asset service providers, such as platforms for buying, selling, transferring and holding crypto assets, under the regulation and supervision of the Capital Markets Board (SPK).
  • Existing providers had to submit a declaration to the SPK by 2 August 2024, stating either that they would apply for a licence or that they would wind down.
  • The SPK later clarified that appearing on its “operating” list did not mean a provider was authorised.
  • The SPK’s secondary rules on establishment, operations and capital adequacy took effect on 13 March 2025, setting out the licensing process.

Check your partners’ status

Licensing is not a one-off event. The SPK publishes lists of providers, and those lists distinguish companies operating while their applications are reviewed from companies that have said they will wind down.

Before you partner with a Turkish exchange for a listing, a campaign or a co-hosted event, check where it stands on the SPK’s published lists. If you sponsor events or media in the Istanbul Web3 scene, check the same for any partner you appear alongside.

A foreign platform that wants Turkish customers now faces a licensing regime. A brand that is not licensed there should be careful about anything that looks like soliciting Turkish users. Take local legal advice before running acquisition campaigns.

What is Istanbul Blockchain Week?

According to the official IBW website, Istanbul Blockchain Week:

  • launched in 2020 and describes itself as Türkiye’s flagship Web3 event;
  • reports that it has hosted more than 20,000 attendees and 500 speakers across its editions (the organiser’s figures);
  • held its 2026 edition on 2–3 June 2026 at the Hilton Bomonti Hotel, Istanbul; and
  • runs a programme that has included IstanBlock, the Istanbul Institutional Markets Summit, an Endeavor Türkiye startup pitch competition, the IstanHack hackathon, and roundtables and masterclasses.

IBW was conceived by Erhan Korhaliller, founder and CEO of EAK Digital, and EAK Digital continues to back it. Read our summary of the 2025 edition on the Istanbul Blockchain Week page.

Why does IBW matter to the Istanbul Web3 community?

A single week brings local exchanges, investors, developers, startups and media into one place. For a visiting team, that compresses months of introductions into a few days. The programme mix, from institutional sessions to a hackathon and a startup pitch competition, also means different members of your team can each find their audience.

When is Istanbul Blockchain Week 2027?

Dates and venue for 2027 had not been published when we checked. Follow istanbulblockchainweek.com or our events page for the announcement. Our crypto events 2027 guide also lists IBW as awaiting dates.

7 essential facts for entering the Istanbul Web3 market

These principles reflect how we advise teams entering Türkiye.

1. Localise properly, not just translate

Turkish users expect Turkish-language support, local social channels and spokespeople who understand the market. A translated landing page alone rarely builds trust in a market that has seen many foreign promotions.

2. Lead with credibility, not yield

Given Chainalysis’s point about speculative behaviour, messages built around returns attract the wrong audience and raise regulatory risk. Explain the product, the team and the safeguards instead. Our crypto PR team builds media programmes around those proof points.

3. Respect the payments ban

Do not design products or campaigns that ask Turkish consumers to pay for goods or services in crypto. Focus messaging on what the regulation allows.

4. Know the licensing position before you acquire users

If your service falls within the scope of Law No. 7518, take advice on authorisation before marketing to Turkish users. If you are only building awareness, keep your calls to action clear about where your service is and is not available.

5. Choose KOLs for audience fit and transparency

Istanbul Web3 audiences follow local creators closely. Vet creators for real engagement, past promotions and willingness to disclose paid content. See our KOL marketing services and our guide on how to vet crypto KOLs.

6. Use the event calendar to compress relationship building

A week in Istanbul around IBW puts many of the market’s players in one city. Plan meetings in advance and consider a focused side event rather than relying on chance encounters. Our event management team can help with venues and guest lists.

7. Measure trust, not just reach

Track signals that show credibility: coverage in respected Turkish outlets, partner announcements, retention of new users and the quality of community questions. These matter more in the Istanbul Web3 market than raw follower counts.

How should you plan a trip to an Istanbul Web3 event?

Use a simple timeline:

  1. Eight to ten weeks before: confirm the goal, budget and team. Book passes and hotels once dates are announced.
  2. Six weeks before: build a target list of exchanges, investors, media and community leaders. Start outreach in Turkish where possible.
  3. Three to four weeks before: confirm meetings, any side event venue and interview slots. Prepare Turkish-language one-pagers.
  4. Event week: prioritise scheduled meetings and keep notes on next steps.
  5. Within a week after: follow up every contact and publish recap content in Turkish and English.

The same discipline applies to any Istanbul Web3 event, from IBW to smaller meet-ups and hackathons.

How do you build an Istanbul Web3 community?

A community in Türkiye is built in Turkish, by people who stay present after launch. Translated announcements posted from abroad rarely hold attention.

Start with research, not channels

Before choosing platforms, find out where your target users already talk about projects like yours. Look at the channels used by Turkish exchanges, developer groups and local creators in your category. Then commit to the few that matter rather than opening accounts everywhere.

Staff it locally

Give the Istanbul Web3 community a named Turkish-speaking community manager and clear moderation rules. Answer questions about risk, availability and regulation plainly. If your service is not available in Türkiye, say so. Our 24/7 community management team can help you staff and moderate channels around the clock.

Give the community something to do

Educational sessions, developer workshops and AMAs with your team work better than giveaways. Giveaways also carry regulatory and reputational risk in a market where the payments ban and licensing rules already shape what you can offer.

How do you work with Turkish media?

Earned coverage in respected Turkish outlets signals credibility to the Istanbul Web3 audience and to potential partners.

  • Localise the story. Explain why your news matters to Turkish users, developers or businesses, not only what it means globally.
  • Offer a Turkish-speaking spokesperson or prepare a translator for interviews.
  • Be precise about availability. Journalists will ask whether your service is licensed or available in Türkiye. Have a clear, accurate answer.
  • Time it with the calendar. News around Istanbul Blockchain Week reaches journalists who are already covering the sector that week.

Our crypto PR agency plans Turkish and international media programmes together, so the messages stay consistent.

Hosting a side event in the Istanbul Web3 scene

A side event during a busy week lets you control the guest list and the conversation.

  1. Pick one audience: developers, institutions, exchanges or creators. Mixed rooms dilute the conversation.
  2. Keep it small and curated. Invite named people from your target list and confirm attendance personally.
  3. Run it in Turkish and English if your guests are mixed, with bilingual materials.
  4. Avoid clashes with the main programme and known side events.
  5. Follow up with every guest within a week.

IBW also lets teams submit a side event through its website, which can help visitors find yours.

What about developers in the Istanbul Web3 scene?

Developer relations deserve their own plan. Builders judge a project by its documentation, tooling and the people who answer their questions, not by its marketing.

  • Show up where builders gather. IBW’s programme has included the IstanHack hackathon, which gives protocol teams a direct way to meet developers. Consider sponsoring a track or offering mentors rather than only a logo.
  • Make onboarding easy. Provide clear documentation, test environments and example code. Turkish-language guides lower the barrier further.
  • Offer real support. A responsive technical channel, office hours during event week and follow-up after the hackathon matter more than prizes alone.
  • Credit builders publicly. Feature community projects in your updates, with permission.

A developer who ships something on your stack during an Istanbul Web3 event can become a long-term advocate. Plan the follow-up before the hackathon starts.

Common mistakes in the Istanbul Web3 market

  • Copying a global campaign without localising language, examples or channels.
  • Leading with returns or urgency, which attracts speculative traffic and raises regulatory risk.
  • Ignoring the payments ban in product or campaign design.
  • Partnering without checks on a local platform’s status on the SPK’s published lists.
  • Disappearing after the event, which tells the community you were only visiting.

Avoiding these is often the difference between a short-lived spike and a lasting Istanbul Web3 presence.

How should you prepare your team for an Istanbul Web3 trip?

Preparation is what turns a week in Istanbul into partnerships rather than business cards.

  • Agree the goal and roles. Decide who leads meetings, who handles media and who looks after community and developer conversations.
  • Prepare bilingual materials. Short one-pagers in Turkish and English, with accurate statements about where your service is available.
  • Brief spokespeople on local questions. Expect questions about licensing under Law No. 7518, the payments ban and how you protect users. Answer plainly and avoid price predictions.
  • Plan follow-up in advance. Decide how contacts will be logged and who owns each next step.
  • Respect local context. Learn a few Turkish phrases, allow time for relationship building and do not treat the market as a quick campaign.

Istanbul or Dubai: which should come first?

They play different roles.

Dubai offers a dedicated regulator (VARA), free zones built for crypto businesses and a large regional and international business community. It is often where teams set up regional operations and meet investors; see our Dubai Web3 events 2027 guide.

Istanbul offers one of the largest retail crypto audiences in the region and an active developer community, but under a licensing regime that affects how you can acquire users.

Many teams use Dubai for partnerships and regional structure and the Istanbul Web3 market for user growth, once licensing questions are answered. EAK Digital has offices in Istanbul and the UAE and organises events in both cities: BlockDown in Dubai and IBW in Istanbul.

Frequently asked questions

Crypto assets are regulated rather than banned. Since Law No. 7518 took effect on 2 July 2024, crypto asset service providers must be authorised by the Capital Markets Board (SPK). Separately, the central bank has prohibited the use of crypto assets in payments since 30 April 2021. Check the current position with a local adviser before launching.

Who regulates crypto exchanges in Türkiye?

The Capital Markets Board of Türkiye (Sermaye Piyasası Kurulu, SPK) regulates and supervises crypto asset service providers under the amended Capital Markets Law.

How large is Türkiye’s crypto market?

Chainalysis estimates nearly US$200 billion of value received in its 2025 study period, the highest in the MENA region and about four times the UAE.

What is the main Istanbul Web3 event?

Istanbul Blockchain Week, first held in 2020, describes itself as Türkiye’s flagship Web3 event. Its 2026 edition took place on 2–3 June 2026 at the Hilton Bomonti Hotel.

Who is behind Istanbul Blockchain Week?

IBW was created by Erhan Korhaliller, founder and CEO of EAK Digital, and is backed by EAK Digital. EAK Digital is a Web3 marketing, PR and events agency founded in 2017 and also organises BlockDown in Dubai.
